Understanding Kita Costs in Harburg: How to Realistically Calculate Your Parental Contribution

📋 Summary:

In Hamburg, you don't pay a parental contribution for five hours of childcare per day, including lunch; you only pay for time beyond that. How much this additional cost will be depends on your income, household size, and the number of hours, and you can calculate this in advance with a calculator.

Briefly explained: Many parents in Harburg hear about "free Kita places" and are later surprised by the bill. Both are true, but for different parts of the day. In this guide, we'll walk through with a sample family how your Kita costs are structured, what documents you'll need, and how to interpret the results of a Kita voucher calculator so that you're not surprised later.

What Makes Up Kita Costs in Hamburg?

Before you calculate anything, it helps to look at the structure. What you spend monthly on Kita essentially consists of three parts. They are regulated differently and should therefore be considered separately.

ComponentWhat it includesWhat it depends on
Basic CareFive hours daily including lunchContribution-free for you
Additional HoursAny care time from the sixth hour onwardsIncome, household size, number of hours, siblings
Facility ServicesFor example, breakfast, snacks, extended organic catering, special excursionsOffer and contract of the respective Kita

The first component is legally mandated, the second follows Hamburg's fee regulations. The third is determined by each Kita itself and does not appear in any official calculator. If you remember this breakdown, you've already done half the work. We explain in detail how to apply for the Kita-Gutschein (Kita voucher) itself in the article Kita-Gutschein in Harburg.

The Brandt Family from Eißendorf: Where Does the Calculation Begin?

Let's take a fictional family: Lea and Malte Brandt live in Eißendorf. Their daughter Ida will soon be one year old, and their son Paul is four and already attends an elementary group. Lea is back working part-time after parental leave, and Malte works full-time. For Ida, they would like a crèche place for eight hours a day.

Their first question isn't "How much does it cost?", but rather: "What numbers do we actually have in black and white?" This is exactly the right starting point. A calculator can only be as accurate as the data you input. If you work with estimated values, you'll get an estimated result.

The Brandts therefore prepare a folder with:

  • the pay slips or salary statements of both parents from the past twelve months,
  • proof of Lea's Elterngeld (parental allowance) as income replacement,
  • and, if one of them were self-employed, the most recent tax assessment or a current BWA (business assessment) with profit estimate.

Only with these documents does a rough idea become a reliable plan.

What Information Belongs in the Calculator?

With the folder on the table, Lea and Malte open the Kita-Gutschein calculator from Stadtküken. It reflects Hamburg's contribution logic and essentially asks for four things.

The adjusted net income. This isn't simply the amount that goes into your bank account. It refers to the monthly household income, from which certain statutory allowances and income-related expenses have already been deducted. Correctly determining this figure is the most complex part, and it significantly influences the result.

The family size. This counts every person belonging to the household. For the Brandts, that's four.

Other children in care. Because Paul is also attending Kita, the Geschwisterermäßigung (sibling discount) applies. A second Kita child therefore doesn't simply mean the contribution doubles.

The desired number of hours. For Ida, this is eight hours, five of which are contribution-free.

Diagram in four steps: Determine income, state household and siblings, choose number of hours, add additional Kita services

⚠️ Warning:

State household completely: If you omit a child or another person in the household, the calculator will miss allowances, and your contribution will appear significantly higher than it actually would be. Therefore, always check this input first if a result seems implausible to you.

How Do You Interpret the Result Correctly?

The calculator shows the Brandts an estimated monthly amount. Now it's worth looking not just at the number, but at its origin.

First Check: Are the five basic hours free? In the basic calculation, the basic care must always appear as zero euros. The displayed amount therefore only applies to hours six, seven, and eight. There is no separate flat fee for lunch within these five hours.

Second Check: Does the number of hours really fit? Lea and Malte also try out six and seven hours for comparison. This way, they see how much each additional hour costs and can consider whether Ida really needs eight hours every day. Ultimately, it should fit your working hours and commute.

Third Check: What does the Kita add? If a facility offers, for example, breakfast and snacks, extended organic catering, or special excursions, this will not be in the calculator. These costs are regulated directly in the contract with the Kita. So, ask your preferred Kita about them and add them as a separate line item to your household budget.

If your income is low, a minimum rate or hardship regulation may apply. The calculator also takes this into account. However, the actual decision on the final bill rests with the responsible Bezirksamt (district office). For families residing in Harburg, this is the Bezirksamt Harburg.

What Changes from August 2027 and Why Does It Affect You Now?

For the Brandts, the calculation isn't quite finished yet, because Hamburg has decided on a major reform of the voucher system. It's the first fundamental one in about 25 years. The key points are known, but the legal ordinance with the final tables is still pending. Small deviations are therefore possible.

What remains the same:

  • The five contribution-free hours will remain.
  • Until and including July 31, 2027, the previous contributions apply. The calculator therefore shows you the current scale.

What's new from August 1, 2027:

  • A contribution will only be due from a monthly net income of 2,650 euros; previously, the limit was 1,023 euros. Both values refer to a two-person household.
  • The maximum contribution will increase from 191 to 320 euros, and from August 1, 2028, to 336 euros. It will apply to net incomes of 6,000 euros for a two-person household and above.
  • A new scale applies to siblings. For the second youngest child simultaneously in care, you pay half; for the third youngest, a quarter. From the fourth child simultaneously in care, the contribution is waived entirely.
  • After that, contributions are to be adjusted annually for income and prices.

For the Brandts, this means: If Ida starts in spring 2027, they will pay according to the old scale for the first few months and according to the new one from August. Families with lower incomes will be relieved, while families with higher incomes should expect to pay more. It's better to factor in the change right away.

💡 Tip:

Two columns instead of one: For the period until July 2027, note down the calculator result and next to it a cautious estimate for the period thereafter. As soon as the final tables are published, simply recalculate.

How Does the Stadtküken Kita Glockenturm Fit into This Plan?

The Stadtküken Kita Glockenturm at Neue Straße 44 in Harburg is scheduled to open in February 2027. It will be located in a listed brick church with a new timber-frame upper floor. Around 170 places are planned for children aged zero to six in fixed crèche and elementary groups. The Kita-Gutschein will be accepted.

Two pieces of information are helpful for your cost calculation. Opening hours are planned from Monday to Friday, 07:00 to 17:00, with core hours from 9:00 to 14:00. This allows you to estimate well how many hours you actually need. Which facility services are added to the parental contribution is best clarified directly in the Kita place consultation with Sara Jakimovski. You can reach her at 0151 112 180 32 or by email at betreuungsvertrag@stadtkueken.de. You can arrange a consultation appointment via the Stadtküken homepage. Our article Kita in Harburg also provides an overview of the childcare landscape in the district.

Conclusion: First Organize, Then Calculate

Kita costs seem opaque as long as everything is lumped into one amount. If you separate the three components, it becomes clear: Basic care is free, additional hours depend on your life situation, and Kita extras come on top. With complete documents, correctly stated household size, and an eye on the reform from August 2027, you'll have a plan you can rely on. After that, your mind will be free for what really matters, such as a good settling-in period.

FAQ

Do I really pay nothing for five hours of Kita in Hamburg? Yes. Five hours daily are contribution-free, and lunch is included. Only additional services from a Kita, such as breakfast or snacks, may be charged extra.

What documents do I need for a reliable calculation? The salary statements of both parents from the last twelve months, proof of income replacement benefits such as Elterngeld (parental allowance) or Arbeitslosengeld (unemployment benefits), and as a self-employed person, the last tax assessment or a current BWA (business assessment).

Does a second Kita child cost twice as much? No. Due to the Geschwisterermäßigung (sibling discount), you pay significantly less for additional children simultaneously in care. From August 2027, it will be 50 percent for the second youngest child and 25 percent for the third youngest. From the fourth child, the contribution is waived.

Does the calculator already show the new contributions from 2027? No. Until July 31, 2027, the previous contributions apply, and the calculator reflects these. The final new tables are still pending.

Who is responsible for the Kita-Gutschein in Harburg? For families residing in Harburg, the Bezirksamt Harburg (district office) is responsible. They also issue the voucher.

How do I inquire about a place at Kita Glockenturm? The Kita is scheduled to open in February 2027. You can submit your inquiry now via the Stadtküken place inquiry form.
